Previously Eden Marina & Campground - Shelter Cove Marina & Campground offers scenic waterfront RV sites, cozy cabin stays, and boat rentals - your gateway to relaxation, fishing, and outdoor adventure on Watts Bar Lake.
The Jacoby family has been visiting this campground since childhood, creating generations of memories on Watts Bar Lake. When the opportunity came to restore and improve the property, we took on the responsibility of revitalizing what was formerly Eden Marina & Campground and reintroducing it as Shelter Cove Marina & Campground—preserving the character of the lake experience while raising the standard of what guests can expect.
Shelter Cove is family-owned and locally invested, with a focus on dependable operations, clean and well-maintained facilities, and a welcoming environment for every type of guest. We aim to provide a straightforward, high-quality experience—whether you’re here for a weekend getaway, a seasonal stay, or a long-term spot—supported by clear communication and consistent service.
Our vision is to build Shelter Cove into a destination the community is proud of and visitors return to year after year. We are committed to thoughtful improvements that enhance comfort, safety, and convenience across the marina, RV sites, and cabin stays. Just as important, we plan to stay engaged locally—partnering with area businesses, hosting seasonal gatherings, and contributing to a stronger lake community while keeping the pace of growth intentional and sustainable.

SHELTER COVE MARINA & CAMPGROUND - RULES & REGULATIONS
These Rules apply to all residents, guests, visitors, vessels, and vehicles on the property.
“Ownership” means Shelter Cove Marina & Campground, LLC. “Management” means
Ownership’s authorized representatives and on-site staff. Continued occupancy constitutes
acceptance of these Rules. Ownership may amend without notice.
0. Administration
● All Site and Slip Leases require Ownership approval. Unauthorized subleasing or transfer is prohibited unless expressly permitted below.
● “Good Standing” means all sums current and no unresolved violations.
● TVA, state, and local rules apply at all times.
1. Campsites / Campers
● Occupancy is limited to the registered tenant and approved guests. No one may occupy a camper unless the registered tenant is on site, unless Management approves in writing.
● Keep sites free of debris and clutter; no sleeping outside of a camper/RV.
● Exterior upkeep: RVs/campers must be kept clean and in good order; pressure-wash as needed and at least twice per year. Management may require cleaning and may charge if Management must perform it.
● Leaking hoses or piping must be repaired immediately. Excess water due to leaks may be billed as additional rent.
● Trash may not be left in fire pits; empty all pits and receptacles before departure.
● Site occupancy limit: 6 persons (or 4 adults plus the tenant’s minor children) unless otherwise approved.
● Insurance: all campers must maintain general liability insurance and provide proof upon request.
● New Occupants must be approved by Ownership via Application, which will be in a separate written agreement. Existing Occupants will be grandfathered in, so long as they abide by the Rules and Regulations.
● Children and Parental Responsibility:
All rules apply equally to children and minors as to adults. It is the parent or guardian’s responsibility to ensure that all children understand and follow these Rules and Regulations. Parents or guardians must also remain reachable and promptly answer calls or messages from Management regarding any issues or potential issues affecting the Marina, campground, or other guests. Failure to maintain contact may result in enforcement action or loss of privileges.
2. Structures — Standards, Deviations, Transfers, Existing Structures
A. New Builds & Modifications (Post-Effective Date)
1. Approval: No deck, roof, porch, awning, shed, enclosure, tiny home/cabin, or other fixed improvement (“Structure”) may be built, set, enlarged, or materially modified without prior written approval by both Management and Ownership.
2. Standard: New Structures must comply with the current Shelter Cove Structure Standard Specification (“Standard”). Ownership/Management will provide tenants with Standard design specifications.
3. Slight Deviations: A tenant may request a slight deviation from the Standard. Any deviation requires written approval by both Management and Ownership before work begins.
4. Permits/Codes: Tenant must obtain and follow all required codes/permits (county building, fire/safety, TVA/26A where applicable) and provide copies upon request.
5. Completion & Acceptance: After work, request inspection. A Structure is not accepted until Management issues written acceptance.
B. One-Time Transfer Right for New Structures
1. Eligibility: A new, accepted Structure may be transferred one time by the original tenant to a transferee approved by Management and Ownership.
2. Minimum Term: The transferee must sign an annual Site Lease commencing on the transfer date. After the initial year, tenancy may continue under standard renewal terms subject to Good Standing.
3. Process: Submit buyer/transferee details for approval. Transfer is effective only after approval, execution of the new lease, and payment of all sums due.
C. Existing Structures (Pre-Effective Date) & Exceptions
1. Compliance Path: Existing Structures must either (i) be brought up to the Standard; or (ii) receive a written Exception approved by both Management and Ownership (conditions and timelines may apply).
2. Transfers by Exception: Any transfer of an Existing Structure requires an approved Exception before listing, marketing, or transfer.
3. Buyback / Rehabilitation Option:
If a tenant cannot reasonably afford required upgrades, Management may, at Ownership’s sole discretion, offer a buyback or rehabilitation option to facilitate compliance and potential resale; otherwise, the lease may be terminated. Terms will be in a separate written agreement.
4. No Land Rights: Structures are personal property. Transfers convey no land interest and no perpetual right to a specific site. All occupancy remains subject to an approved Site Lease.
3. Utilities, Septic & Dump Station
● Absolutely no gray water or sewage may be drained on the ground (TVA/state law). Minimum fine: $25 per day per incident, and tenancy may be terminated.
● Only designated sites may connect to septic. Unauthorized tie-ins are prohibited.
● Sites without septic connections must use the on-site dump station and posted procedures.
● Capacity policy: Long-term site count is capped by existing septic capacity. We may add short-term guest sites as designated by Management; conversion to long-term requires written approval by both Management and Ownership.
4. Vehicles / Bicycles / Golf Carts
● Drive and park on gravel only—no parking on grass, septic fields, or fire lanes. Use designated parking. During peak periods, limit to one vehicle per site when requested; use overflow parking as directed.
● Parking next to Studio Cottages is for cottage guests unless Management approves otherwise.
● No parking is allowed in front of the beach area.
● Property speed limit: 5 MPH.
● No ATVs may be operated on the property.
● Bicycle riders must wear helmets; no bicycle riding after dark. Bicycles and golf carts are not allowed on docks.
● Golf-cart drivers must be at least 14 years old and operate safely.
5. Boats / Personal Watercraft / Docks
● No-Wake Zone within 300 feet of the marina. Follow TVA and state boating laws.
● Boat/trailer parking: use areas to the right of the ramp or dry storage as posted; if full, contact Management.
● No washing boats with marina water without Management approval (fine up to $25).
● No horseplay on docks or boats in the marina.
● Children under 13 must be supervised by an adult on docks.
● State Law: Children under the age of 12 are required by Tennessee law to wear a U.S. Coast Guard–approved life vest at all times while on docks or near the water. Management reserves the right to enforce this rule immediately for safety.
● No sleeping on docks or in boats moored in the marina unless the vessel is authorized by TVA.
● All boats entering the campground/marina must check in at the office. Any boat left in a slip will be charged at the published rate.
● Dock slip renters must maintain insurance and provide proof upon request.
6. Guests
● Facilities primarily serve registered campers and rentals—keep extra day guests to a minimum.
● Guests must check in with Management. Tenants are responsible for their guests’ compliance with these Rules.
● Guest parking: gravel lot behind the store or the lot nearest Scenic Lakeview Dr. Limit one guest vehicle per lot unless otherwise approved.
7. Showers / Restrooms
● Treat facilities as you would your home; cleanliness is everyone’s responsibility.
● Do not leave personal items unattended; Management is not responsible for missing items.
● If a toilet is clogged and you cannot clear it with the provided plunger, notify Management immediately.
8. Alcohol & Controlled Substances
● Moderate, responsible alcohol consumption by persons 21+ is permitted.
● Public intoxication and illegal drugs are prohibited. Violations may result in immediate removal from the property.
9. Noise & Quiet Hours
● Quiet Time begins at 10:00 PM. Total Quiet Time begins at 11:00 PM—noise from your site must not be audible to others.
● Children under the age of 14 must be at their campsite and under direct parent/guardian supervision during Quiet Time.
● If a complaint is received and noise persists after notice, you may be asked to leave immediately without refund.
● Music must be reasonable and may not contain profanity or offensive themes in shared areas.
10. Pets
● Well-behaved, leashed pets are welcome.
● Owners must immediately pick up after their pets. Failure to do so may result in a $10 per-incident cleanup fee, and repeated violations may result in eviction or non-renewal of the tenant’s lease.
● No pets are allowed on the beach sand for sanitation and safety reasons.
● For the safety of all guests and residents,
certain breeds such as Doberman Pinschers, German Shepherds, Rottweilers, Pit Bulls, or any other breed known for protective or aggressive behavior require written approval from Management or Ownership before being allowed on the property. Such approval may include conditions such as additional insurance, leash or muzzle requirements, or restricted access to common areas.
● Any pet that shows aggression, bites, or poses a safety concern must be immediately removed from the property at Management’s direction.
● Excessive barking, nuisance behavior, or repeated disturbances must be corrected promptly. Continued issues may result in removal of the pet or termination of tenancy.
11. Safety, Fires & Property Care
● Follow posted safety rules. Report hazards immediately.
● Open flames only in approved fire pits and subject to burn bans. Never leave fires unattended.
● Fires on Porches:
Fires are not permitted on decks, porches, or raised structures. All fires must be contained on the ground in approved fire pits and may be extinguished or terminated by Management at any time if deemed unsafe or in violation of local restrictions.
● Do not damage trees, landscaping, or park property. Tenants are responsible for damage caused by themselves or their guests.
● Management is not responsible for loss or theft; secure valuables.
12. Fees, Fines & Enforcement
● Management may assess reasonable fees for services and violations (examples: $25 minimum for sewage/ground discharge; up to $25 for unauthorized boat washing; $10 pet-cleanup fee).
● Failure to correct violations may result in fines, suspension of privileges, non-renewal, or termination of lease per your lease terms.
● Management may inspect sites/structures with reasonable notice, or without notice in emergencies. Cooperation is required.
13. Notices & TVA Rules
● Official notices may be delivered in person, by email on file, or posted at the office/online portal.
● Any and all TVA rules and directives apply and may change from time to time; all occupants must comply.
14. Acknowledgment
By entering or occupying the property, each resident and guest agrees to abide by these Rules,
their lease, and all posted policies. Questions should be directed to the office.
